The Future of Gambling in New Jersey

New Jersey Gambling Laws Timeline

Gambling in New Jersey has had a long history. For as long as there have been people in New Jersey, gambling has existed in some form or the other. Although they not have been casinos in older times, NJ people have played games of chance socially or as a way to make money.

The earliest officially recognized form of gambling in New Jersey, long before the Atlantic city casinos we have grown so accustomed to, was the NJ lottery. The lottery-funded the American revolution and the French and Indian Wars. Below is a simple timeline of the evolution of casinos and New Jersey gambling laws.

  • 1830’s (circa) – Freehold Raceway was established, and horse race events took place informally
  • 1844 – First recorded ban of lotteries including the state lottery
  • 1854– One year after the official opening of Freehold Raceway, the annual harness racing fair in conjunction with Monmouth Agricultural Society was established
  • 1894– New Jersey government bans pari-mutuel gambling
  • 1897– Voters New Jersey approve the amendment of the state constitution, effectively banning all forms of gambling in the State.

From 1897 to 1939, there was officially no gambling allowed. However, there were bookies who operated on the edge of the law conducting bets and wagers. Along with gambling games that were played in individual bars in the State, all which was made easy by the fact that the gambling ban was not really enforced.

  • 1939– The ban on racetrack Betting is lifted
  • 1953– a vote allows charitable Bingo games and raffles
  • 1959 – Amusement games of chance are re-legalized
  • 1970 – the New Jersey Lottery is voted into existence
  • 1973– Pick 3 Lottery game is instituted as part of the state lottery where players could pick their own numbers.
  • 1974– NJ residents vote against a move to legalize casinos in New Jersey
  • 1976 – Another referendum pass allowing casinos in New Jersey but only in Atlantic City.
  • 1978 – Resorts Atlantic City opens becoming the first casino in Atlantic City New Jersey
  • 1979-1985– After Resorts Atlantic City was established five more casinos were launched in order of launch, Caesar’s, Bally’s, Harrah’s, Tropicana and Golden Nugget
  • 2003– Borgata hotel casino was launched on July 2nd
  • 2006– an amendment in how the NJ government monitored gambling operators forced gambling sites in New Jersey to close while the NJ government executed oversight.
  • 2011– A heated legal debate on online gambling and its legalization in the sates starts
  • 2012– Sports Betting is approved
  • 2013 -online gambling bill is approved and signed into law
  • 2018– Hard Rock Hotel and Casino was launched after a rebrand and ownership change. The casino resort was previously known as the Trump Taj Mahal
  • 2018– Ocean Casino resort, previously Revel, which was plagued by financial problems and had to file for bankruptcy.

History Of Gambling In New Jersey

The State of New Jersey has had quite a long history with gambling, and, in many ways, it was always more accepting than other parts of the country. There is a documented history of numerous lotteries being run within New Jersey until they were eventually banned in 1844. These lotteries had even been used to fund wars and the construction of public buildings.

New Jersey is also home to the oldest racetrack in the United States, Freehold Raceway, where horse racing was first held in 1830. In the 1890s, voters began to change the law and outlawed gambling within the State. Gambling remained illegal until 1939, although enforcement was lacking. After 1939, gambling at racetracks was legalized once again, followed by other forms of gambling.

It wasn’t until the mid-1970s that casino gambling was considered once again. The State initially voted against it in 1974, before the law was passed to allow it once again in 1976, but only in Atlantic City. Two years later, the first casino opened – it was called Resorts Atlantic City.

Now, NJ gambling has evolved even further as online New Jersey casino sites offer avid players the chance to play slots and table games online.

FAQs About New Jersey Gambling
