Three things that are not the same
As run by each state's regulator, a state exclusion list binds the licensed operators in that state, preventing them from approving your gaming account. That is the key difference from an operator exclusion, where only that one operator behaves as if you are excluded.
A timeout, meanwhile, expires on its own. It is a safety feature that gives you a day or two when there's nothing in the app: to minimise late-night play, to give you a chance to cool off if things are getting out of hand, but not to give you a full break from the game.
How far a state list reaches
A state gaming authority licenses the operators that a state list binds — all of them, not just one. If you enrol yourself, that gaming authority will prevent play in the operators it licenses.
There are three kinds of online casino that your enrolment would not reach. The first is an operator licensed by a different state. The US does not have a federal licence, or a national self-exclusion list. Enrolment is state by state, and a player present in more than one state has to enrol in all their state programme, not one.
Second, it does not reach an operation that is going beyond the reach of a state licence. If the operator's authorisation is under a tribal compact, the gaming commissioner has no control over it, and a list issued from state government needles it. Tribal gaming entities are as sovereign in that regard as they are in tax.
Third, it does not reach anything offered from outside the licensed market, which in general means anything offered from outside the United States. A state regulator cannot lock a casino based in Malta, and does not reach it with a state gaming bill on Friday.
Plans to prioritise US-based casinos have not translated into US-only play. The mobile phone player, signing up on Friday evening, may meet a Monday morning reviewer in India. State regulators do not move beyond their borders. The best the US player can do there is stop playing in the operators that a state regulator does control.
Duration, marketing and the irrevocable period
Direct marketing from the operators the gaming commission licenses also stops, which is a separate obligation from stopping play. That is the legal status, but the phone recipient's experience may vary. A spam filter may still screen.
Each state's own programme sets the duration, with no minimum length set across the country as a whole, and no equivalent notice period to give you back before a period ends. Operators do not opt out of time limits.
A period that cannot be cancelled before it ends is a common feature of such a programme, and one that phone players should note. It is easy to open an iOS or Android request for a self-exclusion; the ranking factor that matters is your aim that day.
Where to start, and what else is available
Enrolment starts with the state's own programme, not with the operator, because the list is the state's, not the operator's. An operator exclusion, held by one operator rather than many, and a cool-off period, which expires by itself, are narrower and different tools, and not substitutes.
The game you need is not in an app store, but at your state's gaming regulator. As a gaming authority, it is not hidden from you.
