Five casino development groups had initially submitted their casino proposals to the gambling officials in Waukegan. However, one casino bidder dropped out of consideration for the development of the Waukegan casino. The city hired a firm based in Chicago to review the casino proposals that had been submitted.

The report that was released by the Chicago firm pegged Full House Resorts as the top competitor for consideration. North Point Casino is following closely behind in a rating scale that is based on points. The third position was taken by the group that runs Rivers Casino.

Casino Proposals Ratings Anger Some Bidders

The ranking of the presented casino proposals has not been well-received by some casino bidders. This includes Neil Bluhm, the Rush Street chairman and real estate mogul. Bluhm complained that the report drafted by the consulting firm ignored the offer that was revised and submitted earlier this month. Neil Bluhm wrote his concerns in a letter to the city officials.

Jeff Crawford, an attorney representing the Wisconsin tribe, told the media that the ranking raised a few red flags. The proposal of the Waukegan Potawatomi Casino was ranked last in the report. He further said that the casino proposals that will create the least number of jobs and will have little economic impact had been ranked number 1 and number 2. He also told the media that an explanation was not given for these rankings.

The 18-page report was commissioned by Waukegan officials to help them evaluate the different casino proposals received. The city told the consulting firm that they don’t just want a casino but an entertainment destination.

Potawatomi Negotiating with Waukegan Officials

On Tuesday Potawatomi announced that it would negotiate with the city officials to allow them to invest in another development project downtown. However, the negotiation is based on the casino bidder’s proposal being chosen. The attorney of the group told the media that they had identified several economic opportunities in the city.

The purchase of Turfway by Churchill Downs Inc. is some what of a peace accord between the gaming companies. Furthermore, the three companies can now avoid what would have been a prickly meeting with the Kentucky Horse Racing Commission (KHRC) later this month. The meeting would be about determining the 2020 meet calendar. Additionally, the sale of Turfway is now separate from the US$780 million sale of JACK’s casino in Cincinnati.

Churchill Downs Inc. Plans in Kentucky Cause Conflict

The potential contentions between Churchill Downs and the other two operators were around racing dates at Turfway. Churchill Downs Inc. announced plans to build a US$200 million facility in Kentucky last month. The company considered the state a “neglected” market. Furthermore, they sought to hold races from December to March, dates which are traditionally held by Turfway. Had Churchill Downs not bought the racetrack, JACK and Hard Rock said they would fight to protect and move the 60-year old track.

According to a statement by Churchill Downs Inc. on Thursday, the KHRC will meet on Tuesday. If the KHRC approves the deal, then the Louisville-based company will pull the plug on its initial US$200 million project to focus on investing more than US$100 million in Turfway renovations. This includes building a clubhouse, expanding their collection of historical horse racing (HHR) machines to 1,500, and adding an inner dirt track.

Churchill Downs’ flagship president, Kevin Flanery, said the company will reinvigorate Kentucky’s racetrack. “Our team is poised to restore Turfway to its former glory, anchored by northern Kentucky’s first historical racing machine facility,” he said. “The result will be a first-class racing product fuelled by increased purses that keeps high-quality horses in Kentucky year-round and appeals to horseplayers nationwide.”

How the Money will be Spilt

Of the US$46 million that Churchill Downs Inc. will be paying, JACK will receive US$36 million and Hard Rock will get US$10 million.

The NCAA’s opposition was ignored, as the bill passed without a single “no” vote. On their website, the collegiate sports’ authority claims that they oppose all forms of sports betting. However, their stance on the students earning money is considered hypocritical. Their guiding priorities claim to push academics, well-being, and fairness while denying the students’ rights to their own images.

Many star athletes struggle with money if they come from a poorer background. While colleges and the NCAA profit off of them happily. Quite a few celebrities are supporting the Pay to Play initiative, most notably LeBron James. He claims that his decision to skip college and play for the NBA was a lack of funds due to current rules. He believes that the bill will “help student athletes in similar situations”.

State Laws in Focus

Since the Senate has passed the bill, other states could consider similar amendments to benefit students. Michael McCann of the Sports and Entertainment Law Institute at the University of New Hampshire believes that it is possible. He claims that the approach to student players’ identity rights would motivate new laws he compares to sports betting.

An argument for Pay to Play intones that allowing collegiate athletes to be endorsed could lessen bribery. Of course, the NCAA doesn’t think so and claims that it will create an unfair playing field.
